California Passes Limousine Safety Bill

A group of lawmakers in California has been working on new set of rules and regulations that will ensure the security of all limousines in the US. The new rules will be applied for all the limos manufactured in 2015 and later.

Two road accidents where stretch limousines caught fire with passengers inside were basis for the new set of rules. One accident was tragic for 5 women; in the other instance nobody was hurt. The limousine that caused the tragedy had two doors on the rear of the vehicle that wouldn’t open unless opened from the driver’s cabin. The small window in the partition between the rear of the vehicle and the chauffeurs area saved 4 women that managed to squeeze through it.

California state senator Ellen Corbett initiated the debate by publicly claiming modern limousines lack emergency windows and exits: “If only this vehicle had an emergency exit on the roof of in the windows, this tragedy could have been prevented”. The news went viral in Chicago.

The bill, named CB 109, was passed earlier this week. New regulations will be implemented not only in California, but also in New York, Illinois and other states. Chicago will be one of the first big cities to apply the rules since limo industry is one of the major providers of transportation for locals here.

Here are some excerpts from the bill. These include new rules and regulations.

Limousines, carrying 10 or less passengers must have:

  • Four emergency doors/windows that could be pushed out from the inside. (2 windows and 2 doors)
  • The door controls can no longer be at the driver’s cabin. All the doors must open directly from the passengers compartment. This rules out child safety locks.
  • The driver must introduce the limousine safety features to the client before every run, similarly to the airlines before departure of the plane.

All limousines, manufactured before 2015, will have 2 years to implement aforementioned features.

However, some Chicago limousine companies question these rules, especially the one that ruled out door safety locks. “We have seen drunk clients trying to open the doors of the moving  SUV limo Chicago. It often happens when they get sick inside the limousine. If these door locks will be eliminated, we will see more injuries and people falling out of moving vehicles in the middle of the road…” “These rules are not perfect”, says Chicago Limo Service CEO.

However, the legislation does not address this particular issue. They are considering another bill that will regulate fire extinguishers in all the limousines and luxury vehicles.
